This law did not immediately ban the substance but instead gave the <strong>Department of Consumer Protection (DCP)<\/strong> the specific authority to classify it as a controlled substance. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"p-rc_ca6143f170bc964b-49\">The final step of the ban was completed, <strong>February 24, 2026<\/strong>, making Connecticut the seventh state to implement a statewide ban. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How the Ban Was Implemented<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The process moved through three distinct phases:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Legislative Authority (June 2025):<\/strong> Governor Ned Lamont signed <a href=\"https:\/\/www.cga.ct.gov\/2025\/act\/pa\/pdf\/2025PA-00101-R00HB-06855-PA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 25-101<\/a>, a broad drug control bill. It included a provision allowing the DCP to designate <a href=\"https:\/\/portal.ct.gov\/dcp\/news-releases-from-the-department-of-consumer-protection\/2026-news-releases\/department-of-consumer-protection-applauds-passage-of-controlled-substance-drug-schedule-updates\" target=\"_blank\" rel=\"noreferrer noopener\">Mitragyna speciosa (kratom)<\/a>, including its leaves and extracts, as a controlled substance. &nbsp;<\/li>\n\n\n\n<li><strong>Agency Rulemaking (October 2025):<\/strong> The DCP issued <a href=\"https:\/\/portal.ct.gov\/dcp\/knowledge-base\/articles\/drug-control\/patients\/kratom-update-october-2025\" target=\"_blank\" rel=\"noreferrer noopener\">proposed regulations<\/a> to place kratom into <strong>Schedule I<\/strong>, citing public health risks and a lack of approved medical use. They held a public hearing on October 15, 2025, to gather testimony from advocates and health officials. &nbsp;<\/li>\n\n\n\n<li><strong>Final Approval (February 24, 2026):<\/strong> The bipartisan <a href=\"https:\/\/www.cga.ct.gov\/2026\/rrdata\/pr\/2026REG2026-003-CLA.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">Legislative Regulation Review Committee (LRRC)<\/a> officially voted to approve the scheduling.
